Training Provider Criteria
Introduction to the Eligible Training Provider Performance Requirements, Prioritized Industry Sectors and the Registration Process
The Southwest Ohio Region Workforce Investment Board (SWORWIB) covering Ohio WIA Area #13 is committed to support the technical training and upgrading of skills for as many of Hamilton County citizens as possible with limited funds. The goal of the Individual Training Accounts (ITA) training support is to improve work-based occupational skills in order to obtain employment. New provider applicants must provide evidence of meeting performance criteria for at least two years with customers of similar demographics as WIA customers. Current providers are required to provide customer by customer outcomes related to these criteria on an annual basis in late summer of each year.
As the federal government determines public spending for workforce development funds available for training through Elibilbe Training Providers are impacted. The SWORWIB has determined periodically that there are no funds available and Individual Training Accounts have been suspended. Additionally, both the federal government and the State of Ohio are requiring more direct connections with employers to assure employment results and therefore are encouraging WIA areas to utilize local funds more for On-the-Job Training with employers. This also affects availability of funds for Individual Training Accounts.
Eligible Training Provider Registration and Local Approval Process
To avoid perceptions of conflicted interest or preferential treatment, the process of training provider eligibility is managed by the SWORWIB which confirms the approved providers for Area #13. The SuperJobs Center is responsible for career coaching, assisting eligible training customers, contracting and paying for training as well as obtaining and evaluating ETP data and resolving customer issues with training providers.
Step 1.
To become an Eligible Training Provider (ETP) you must register with the State of Ohio at the State of Ohio Eligible Training Provider website https://ohiomeansjobs.com/etpo/home.do and complete the registration process. During the registration process you must identify Area # 13 as the area you wish to approve you as an ETP.
Step 2.
Following your registration with the State of Ohio the local Area #13 will be notified. Registering and being listed as registered by the State of Ohio as a training provider does not mean you are approved to provide services in Area # 13.
Step 3.
SWORWIB, upon being notified by the state of a Training Provider’s registration for Area #13 consideration, will contact the Training Provider for additional information. The Training Provider will be expected to provide documentation of meeting the performance criteria listed below for the past two years and to answer any other questions needed to determine educational/training value to the WIA customer.
Prioritized Industry Sector List:
WIA permits Workforce Investment Boards to prioritize training dollars for economic development activities in the service area. After careful research into the employment conditions and growth careers in WIA Area #13 the Southwest Ohio Region Workforce Investment Board (SWORWIB) has approved the following prioritized Industry Sectors for the Fiscal Years 2011 and 2012:
1. Construction
2. Healthcare and Social Assistance
3. Professional/Technical Services
4. Financial Activities
5. Advanced Manufacturing (includes biomedical, aerospace, chemical and green)
6. Life Sciences
7. Educational Services
8. Administrative, Supervisory and Recreational Industries
Outcome Performance Criteria Required of Training Providers
To measure the performance of the eligible training providers, the Southwest Ohio Region Workforce Investment Board has developed the following criteria for evaluating all training providers and sharing these results with our customers:
1. At least 50% Completion of Training by the eligible ITA customers.
2. At least 50% Employment Placement by eligible ITA customers.
3. At least $9.00 minimum starting wage after training.
4. The transferability of credits, credentials, and/or industry recognized certificates to allow ITA customers to participate in state stackable credentialing under the University System of Ohio and to build their career futures without “starting over” at different institutions.
5. The number of complaints and type of complaint issues associated with an eligible training provider.
6. The ability and willingness of the eligible training provider to participate in data collection, verifications, and other paperwork and documentation processes in a timely manner.
To evaluation outcomes the SWORWIB uses data provided by the training provider to the SuperJobs Center and information from the SuperJobs Centers case management recorded in the state database.
